If in a computer where command is restricted, (Start->Run->cmd is blocked) will this still work?

Depends on what the computer's admin did. Try it.
Your best bet is to use your own copy of cmd.exe.

The other side of that is, if they don't want you using CMD, you shouldn't be trying to get around it. Shake the dust off your feet and move on.
Theoretically, the policy will prevent any form of CMD.EXE to work. You might be able to get by with some alternative, depends what you want to do. Windows Script or AutoIT might work.
