As stated a couple of times, Win Mobile has a totally different OS. Thus none of the PortableApps work with it.

Windows Mobile is *NOT* Windows. It's an entirely different operating system and it can not run regular Windows apps.
Asking if you can run Windows apps on Windows Mobile is like asking if you can run Mac OS X apps on a Palm Treo.
