Most emulators are portable to begin with. Some leave reg entries and such but from my vast experience with emulators, they are almost always portable right out of the zip archive. Most are a single executable that saves all info in the same folder and others are little more complex than that. Most Atari and C64 and other emulators of older hardware are just a single executable.
If you want a multi emulator, try out MESS. It can do just about any emulation as long as you have the systems BIOS file.

comeback 64, the one i linked to is pretty portable, so portable hat they say that it cam be portable. the only reason i wouldent use MESS is because it wouldent be open source with the c64 rom, unlike comeback 64 where you can manualy edit the bios and everything!
they are both good. but i was just wishing that we can get this hosted with an installer for the PAM.
