Fix For Opera, Portable Edition 10.62/10.70 Language Switching

I'm posting this to test a fix for an issue with language switching within Opera, Portable Edition when used with the PortableApps.com Platform. In the current release, for specific languages (Spanish, SpanishInternational, PortugueseBrazilian, SimpChinese, TradChinese) in the platform, when you launch Opera it will appear in English instead of the correct language.

The fix is to download this file and save it to OperaPortable\App\AppInfo\Launcher replacing the OperaPortable.ini file that is already there.
