You could use Icon Sushi, which is easily made portable through PAC.

Icon Sushi does not properly

Icon Sushi does not properly support transparency so any drop shadow or other semi-transparent area of an icon will become distorted

smaller, less featurs ICO editing alternative

I agree IcoFX is a ncie suite of Gimp/photohop like tools for icons however may it be suggested...

LiquidIconXP is also useful.

Cons:
closed source
no longer on the company site
may not support transparency
may add slightly to registry

Pros:
single EXE
size between 300k and 400k
extracts from EXE, DLL, ICL
Can be used in conjunction with GIMP for transparence support
(Indexed image mode, Add alpha channel, cut colors to create transparency)
