I dont think
you can do that but I found a Link where people on the GIMP forums talk about the same problem...
Maybe it helps.

Unfortunately, not possible
The big problem is, in general fonts are vector graphics
whilst GIMP is a raster graphics editor
It might be possible in Inkscape
But it's definitely not possible to create a truetype font in GIMP
If I were you, i'd look into the possibility that Inkscape might be able to do it
