Annotating PDFs

Does anyone know of a portable application that supports the annotation of PDFs?

Is Sumatra headed in this direction?

I've been using PDF-XChange Viewer, but perhaps someone has seen something better.

If it was, wouldn't it be best to do it under XMLSchema?
