Dev-C++ yes, TeamViewer no.
Dev-C++: I'm going to be looking at it soon.
TeamViewer: it's not open-source software, and as such is currently disqualified from inclusion at PortableApps.com. However, we can do other similar things, like UltraVNC. I'm looking at UltraVNC now, and I hope to have a Development Test out soon. I'm also looking at a potential technique of offering direct computer-management support for PortableApps.com through the use of UltraVNC. See how this goes. It seems to be working ok as far as I've got though.
