well gimp runs natively under

well gimp runs natively under linux, so I don't see why you would want to most of the time, and try a another computer or configure wine differently, tweak the settings a bit.

Note, i may not work because your running GTK under wine, on linux, while GTK is native to linux...i don't know if that has anything to do with it or not, but for GIMP that would be the problem

I think its the actual program

and not the portable version. ON every Application's page, it says what systems it runs on. Firefox and Thunderbird have Wine listed, GIMP and PNotes don't. Look like the those two just don't run via Wine Sad

Actually

it is probably an older version of WINE. The newest WINE, when running without any theme (aka, only running with the Windows Classic theme), can run GTK apps without problem, so, if you update WINE (not trough the update manager because the WINE version in the repos is probably old), and make sure no Windows theme is enabled, GIMP should work just fine. Don't have a clue about Pnotes tough.

Also, the compatibility chart wasn't yet updated, and I already pointed that out in here.
