If I was in America you mean...
In Portugal (and I think, most Europe countries too) the driving age is 18, not 16. I can't even start having lessons while I am not 18.
I can drink alcoholic drinks with 16 here tough

That is it. We can drink before we can drive.
And think of it this way: if we start drinking at 16 and we become drunks, we wont be able to take the driving license at all (too much dis-coordination), while there you already have your license drive (probably) when you become allowed to drink. So you become a danger at the road after you get allowed to drive.
Anyway, I'm yet not physically able to drink a lot, I still don't even like a lot of alcoholic drinks.
