Please do not use torrents as links at this site:
1. Many people don't know what the BitTorrent protocol is / don't know how to use it.
2. Many torrents often die quickly due to lack of seeders if they are not popular.
3. Torrents have a higher chance of including viruses then regular hosted downloads due to the way the community works.
4. It requires an extra client or at least a few extra steps to download the file.

It is definitely a good candidate. Licensed under the LGPL, perfect! Whoever makes this portable would most likely need to work off either one of these builds as they do not require Java being installed:
Windows-x86 Excelsior JET Native Release
This is a native package compiled with Excelsior JET. It doesn't need a Java Runtime installed on your system.
Windows-x86 GCJ Native Release
This is a native package compiled with GNU/GCJ. It doesn't need a Java Runtime installed on your system. This package doesn't include some plugins.
The latter being the most suitable for a PortableApps version being built with GNU/GCJ. See if you can persuade someone to do it and read up on making apps portable and we would be glad to help you develop it if you feel up to the task.
The last time I looked at this was probably like a year ago, but I wasn't aware there was other builds available.

You guys use all these words like GNU and stuff, where can you leanrn all these prgramming things? Or just things in general
GNU - http://www.gnu.org/licenses/licenses.html (It's software licenses.) This is important because we only do open source stuff.
As for the programing languages, try Google.
