I asked the developer of OBEX commander for a portable version, this was his reply:
Thank you for using OBEX Commander.
Please use version 2.0 beta if you want to use it as portable application.
Install OBEX Commander as usual, then copy OBEX Commander folder to PortableApps folder of your USB drive.
+\PortableApps\
+\OBEX Commander\ +\PortableAppsMenu\ Commander icon will be available in menu.
Or if it is already running, select Options->Refresh App Icons.

With the most recent version of the software the folder and file names have changed a bit... Now the PortableAppsMenu folder is PortableApps.com and PortableAppsMenu.exe is PortableAppsPlatform.exe
