Bug or system problem

I just updated 7-zip to 4.65 Rev. 2 and in the midst of the installation process, I got this error pop-up:

Is this a 7-zip bug or a Wins problem? I haven't seen it mentioned yet, IDK if anyone else has encountered it. Also downloaded it again, same thing with another copy. This was an update, not a fresh install, if that matters.
Edit: Fresh install solves this issue.

That means the file was in-use. Windows may have somehow locked it or something.
