SourceForge.net, the site where we host our file downloads, has been having file hosting stability and download mirror issues since June 30, 2009. This is due to the recent SourceForge.net site upgrades and is affecting all 230,000 projects that SourceForge.net hosts.
They have some details of the ongoing issues here:

We will be updating this topic with more information as it becomes available. We apologize for any inconvenience.

UPDATE (2009-07-02 @ 5pm): It looks like it came back up. Downloads are working again.
UPDATE (2009-07-02 @ 3pm): There are currently two known issues. The first is file releases not being seen. This is what is affecting us meaning that, essentially, all downloads are failing whether through PortableApps.com or through SourceForge.net. The other issue is download button showing older releases, which was affecting us all last night with all our recent file releases failing.
Looks like they are changing SourceForge's look agian. This time they majorly broke stuff. The Blue look is quite different.
EDIT: common folk cant use the link above to find out more about the outage due to it requireing a username and password.
Us common folk can use that link; take the s off. I've seen this many times in the monthly email sf.net send out. they use https: when http: is sufficient. I use an old version of lynx and that has no support for https included. There really is no need for them (or this one URL) to be access via a secure link.
Sorry to hear that...

I've gotten the 500 error twice this morning.
I made this half-pony, half-monkey monster to please you.
I managed to get FireFox portable from http://sourceforge.jp/projects/portableapps/ .
I assume this is the Japanese version of there site that hasn't been updated yet.
