Could go Unicode

I'd say go unicode if you can. We're currently working on transitioning everything to it anyway. Only legacy apps will do the split thing and PAL itself will probably be unicode for 1.0.

As an aside, license-wise Inno Setup is considered "freeware with source available". It's not under an OSI-approved open source license due to the advertising/about box clause within it, so it can't be hosted on SourceForge or Google Code.

Sometimes, the impossible can become possible, if you're awesome!

Edit: Ok so now I am in charge of this project, you can find it here. I made both Unicode and ANSI version Portable.
