[Fixed] PAI installing to path containing foreign characters

As discussed yesterday in irc, the new PA.cInstaller 2.0 still has a problem for online installing to a path containing foreign characters.

One way to solve it was to run 7z.exe from $PLUGINSDIR, but this could potentially still give a problem if %USERPROFILE% contains foreign characters as well.

After some more investigation I found out that 7z.exe v9.14 beta also solves the problem. And, because this is not an issue for 99% of the users, probably it is better to wait for v9.14 to become stable and use that, before to change the installer script !

I also did test this in PAI 2.0 it self !

Anyway, probably installing to these paths should not become supported by PortableApps.com. As, at least Pidgin Portable crashes running from a path containing foreign characters(after fixing the system calls) and probably many other apps will not like it !

Spoke Too Soon

I updated it to PLUGINSDIR without thinking about non-ANSI Windows usernames. I'll revert it back in 2.0.3.
