would it be possible to create a portable version of the pandora one desktop application? i believe that it would be an awesome addition to the portable apps available here on the site.

Can you please provide a link to the official site, and a quick description of what it is and does?
Potential developers are more likely to take a look if they know what the app is first, and where to find it. Also sometimes one app will have the same name as another, so providing a link and description can help you get the app you want, instead of something different that happens to have the same name.

Trying your link gets me a page saying:
We are deeply, deeply sorry to say that due to licensing constraints, we can no longer allow access to Pandora for listeners located outside of the U.S. We will continue to work diligently to realize the vision of a truly global Pandora, but for the time being we are required to restrict its use. We are very sad to have to do this, but there is no other alternative.
By that alone I strongly doubt they would grant permission without stipulating that it can only be distributed in the US, which PortableApps cannot guarantee, therefore it isn't going to happen.
