I tried to download Liber Office Portable 3.5.5 both from libreoffice.org and form here:
- I got an error of "Insufficient Permissions" for both sources, after whole file seemingly was already downloaded, so the downloaded was unable to be finalized
on another try when the files either from libreoffice.org or this site, were downloaded successfully, when I click on them, I got the following error message:

incomplete download and damaged media. Contact the
installer's author to obtain a new copy.

All files size looks to be normal, ca. 140-165MB, from here I tried both versions, i.e. with some languages and all languages.
The file was downloaded to HDD from Chrome 20.0.1132.47, Win XP3. Many other files has been successfully downloaded and installed.
Could you please check the MD5 sum of the file (you can use this: https://portableapps.com/apps/utilities/winmd5sum_portable ) and see if it matches the one on the page. If you clear your cache and try again and get the same thing, please let us know which mirror you downloaded from so we can get The Document Foundation to fix it.

I have cleared Chrome's cash and downloaded files again. Still doesn't install.
1) For the version from this website with fewer languages LibreOfficePortable_3.5.5_MultilingualNormal.paf I've got MD5

3) for the file LibreOfficePortable_3.5.5_MultilingualNormal.paf , that I downloaded from http://www.libreoffice.org/download/ , that is only loaction where you can get there 3.5.5 ( at other locxation is 3.5.4) I've got the MD5 sum as following:

There is no data on libreoffice.org about MD5 sum amount.

FYI, the mirrors for LO 3.5.5 Portable can be accessed via :
http://download.documentfoundation.org/libreoffice/portable/3.5.5/
1) Click on "Details" under Metadata Column to access the mirrors for the respective paf file
2) Select the mirrors as appropriate
3) Download and check the integrity of file against the hash sum provided
4) Install as appropriate.

Finally I have downloaded and installed successfully from one of mirror from the link you supplied.
Although, first attempt resulted in "Insufficient permission" upon finalising download.
This appear to be fixed when in Chrome I allowed manual confirmation of download destination folder, and changed it to MyDocuments.
Then I changed it back to Download and tested LOO P downloading - worked well, and finally removed manual confirmation and changed back to Downloads folder - work this time OK, seems that Google Chrome this time already cleared his throat.
I do wonder why the link you provided is not published anywhere, neither on LOO nor here?
LOO web site provides a single reference to LOO P 3.5.5 here http://www.libreoffice.org/download/
Then under "Portable" http://www.libreoffice.org/download/portable/ there is only 3.5.4 - but again, no link to mirrors.
That's all what we can see on LOO website.
Why then to put LOO P on mirrors if hardly anyone will use it, as, obviously very few will know about the link?
I consider it as a bug on LOO site.
The mirror is automatically chosen, based on your location. If you're able to determine which mirror you were being directed to originally, we can get The Document Foundation to update that mirror.
As the OP was able to successfully download LO, and hasn't indicated which mirror was originally being used, can we mark this as closed?
As the OP has gotten it and we don't know which mirror it was, I am closing the bug. Hopefully LibreOffice Portable 3.6.0 will be mirrored tomorrow anyway, so it will be a moot point.
