Question about TrueCrypt

According to the website, TrueCrypt claims to be open source, but it does not appear to be a GPL license. It is stated at the top of the page here. As such, does one need to get permission before creating a launcher, and posting it here? I wasn't sure because it's not GPL, AFAIK. Thanks...

You just need to look a little for the licence.

At the bottom of the page, click "Legal Notices" then "TrueCrypt Licence".

So

if I'm understanding it correctly, I can release it, as long as the files themselves are unaltered, and I mention that the launcher contains TrueCrypt. Does that sound correct to you? I don't always understand what I read, so I always try to err on the side of caution.

A few issues with that

A few issues with that licence, section III 1 especially. In conjunction with section I 3 it basically states that any derivative product using TrueCrypt (including repackaging, which is what we do) cannot be released under the name TrueCrypt or anything remotely similar, except to state that the program is derived from TrueCrypt.

This would mean modifying code, compiling the app and releasing the code every time you wanted to update the portable release.
