What is this?
I don't know about anyone else, but I'm not about to download a program with no description and a random filename... care to elaborate a bit?
Just had a look, and
it's a executable version of the game available via the following link (http://www.albinoblacksheep.com/flash/copter.php) - it's one of those helicopter games where the aim is to not fly into the obstacles.
Illegal
I'm fairly sure it's illegal, as it is copyrighted and you can't modify the file in any way.

It's illegal
Just because it's on the web does not mean that the author has given up copyright of it. You can't repackage and redistribute it without permission anymore than you can steal it and post it on your own website without permission.
