I assume by placing FirefoxPortable.ini in the same directory as portableFirefox.ini containing:

[FirefoxPortable]
FirefoxDirectory=App\firefox
ProfileDirectory=Data\profile
SettingsDirectory=Data\settings
PluginsDirectory=Data\plugins
FirefoxExecutable=firefox.exe
AdditionalParameters=
LocalHomepage=Web\index.htm
DisableSplashScreen=True
AllowMultipleInstances=false
DisableIntelligentStart=false
SkipChromeFix=false
SkipCompregFix=false
RunLocally=false

# The above options are explained in the included readme.txt
# This INI file is an example only and is not used unless it is placed as described in the included readme.txt

the home page, when loaded, is the page in Web\index.html?

in the readme, it says

The LocalHomepage entry allows you to set Firefox Portable to use a local file on your
portable drive as your homepage.  The file must be a path relative to the launcher.
If you were to set it to a file in the same directory as FirefoxPortable.exe, you would
use LocalHomepage=homepage.html  If it was in a subdirectory called homepage, you would
enter LocalHomepage=homepage/homepage.html.

So just set a relative path to the Launcher.
