SoftAP is an abbreviated term for "software enabled access point." This is software enabling a computer which hasn't been specifically made to be a router into a wireless access point. It is often used interchangeably with the term "virtual router".
I am looking for the portable SoftAP, as my pc account do not have administrator privilege i am not able to install the SoftAP. Please help

this could be probably rather complex if not impossible. What you are asking for is modification of network connections or setting up new network connections. This needs under windows admin privileges which you do not have apparently.
Even if someone would create such program as portable, it will still need access to the network settings and thus admin privileges.
