No, it depends on the licence of the base app.
All open source apps are fine to use in a corporate environment, freeware depends on whether the original author has allowed commercial use for the app or not.
That particular section of the Launcher/Installer license is talking about using our software/packaging format to package an app that is commercial software - if someone wishes to create and distribute a PortableApps package of their pay-to-use software, they need to enter into a business agreement with us.
