It's synfig.org - and has a stable release. I installed it yesterday, and it looks like it's GTK based. It's a really nice graphics app, and would make a great addition. I don't see why this couldn't be portablized like Inkscape & GIMP. John, can you look into it?
I know this is years old, but for people who find this googling for portable animation programs, Krita is a really nice animator, though they don't really highlight that feature. Blender can do 2d too, but it's a little complicated.
