I'm sure John is aware of the release, as has been said in many messages on this forum.
Just because it is released as a standard implementation, it does not necessarily mean that it is going to be issued under the Portable apps wrapper immediately. Much work and testing needs to be done.
I don't know John, or the others who work on these apps, but I'm sure they have "daytime" jobs as well (and family life) and need time to do things. Remember these are all volunteers, this is not a commercial venture.
When, or if, it is brought into the portable apps environment I'm sure it will be released, until then, be patient (all of us).

No, it hasn't
There's an unofficial build of 0.7.8 and 0.7.9 floating around. But until it's released FOR REAL on the KompoZer website and on the SourceForge project (which I automatically get notified of), it won't be packaged.
As I've already clearly said, I'm not going to package for full release some unofficial patch that a random person did.
Live with purpose.
