Rob Loach posted about this open source project. Even if the project is in development stage hence not used or not known by tons of people, it would be nice to see if someone can make a portable version of it. The project looks more than promising and it's heavily backed.

Manage and query personal Data is quite broad. That can be anything from an encrypted flat file to a full relational database manager, also encrypted.
I currently use KeePass for a lot of things that need to be encrypted. The comment field is a great place to store text. It also has a small footprint.
If a relational data base (query) is included in your needs, than try something like Uniform Server or Server2go with the included Mysql.
Also OpenOffice Base provides good relational database management, if you are already using OpenOffice for Word processing and spread sheets. Quite large otherwise.

PasswordSafe for passwords.
Base for anything personal that you have to develop.
(Also handy for accessing MS Access dbs on machines that don't have access !)
MySQL via XAMMP for anything that is multi user.

If you are happy with something web-based you might want to take a look at Zoho Creator (http://www.zohocreator.com/) which is free and really easy to use. It took me about 10 minutes to take a 600 contact company phone list spreadsheet, save it as a csv and import to ZC. Once there I immediately had a searchable, online phone database. The databases appear to be flat but you do get the benefit of being able to share them if you wish or cut & paste them into your own websites.
A good place that I like to visit along with portableapps.com (if not more so, since these apps are genuinely portable) is tinyapps.org.
