I'm not aware of anything out there that is portable.
I was at work today and I needed to bulk rename rather a lot of files it would have been VERY handy to have had a small (portable) app to do that.

This program, Sophisticated Rename, is a batch renamer that can be portable. Use my Quickport Template to create the launcher and it will work fine from a USB drive.

Unfortunately it is not free, Cost $29.95 for the 2.08 version. They are now up to 3.0 and it cost $49.95. I still use the 2.08 version and don't find a need to upgrade, But I find invaluable for renaming projects, mostly pictures, that I work on. I am willing to buy what i find works the best, so I didn't mind paying.

I looked at my batch rename software on my desktop, checked the registry, and apart from the MUI cache entry, it appears to be clean.

Still, it seems to work, "appears to be portable" and thats the main thing.

ReNamer is indeed excellent and Denis (the Dev) is open to suggestions from the public.
I actually asked him why he hadn't added his ReNamer to the project and he said he sent an email to the staff but he hasn't heard anything back.
He is actually willing and able to make ReNamer one of the latest additions to the portableapps suite.
