If you need to compile a program, try using Compilr.
This should be as good as having a portable compiler.
Edit: I also found an online Java compiler.

This is fun for simple file executables, but you'll run into troubles with you have a make an assembly reference or want multiple source files. It's a neat web application, though, and I'd like to see it progress.
