It's actually a Windows skin that's a modification of the Royale theme from Windows Media Center. It's been discussed in the forums many times (you *did* search before posting as requested in the forum guidelines, didn't you?).

I searched the forums for some sort of lead to no avail. I even looked through all of Miranda's website in hopes of finding it. I just... like it.
