there are plenty of FOSS chess games out there and some of the older ones are portable by design. like for example i have one that is now in public domain that ran off a floppy disk in DOS. simple basic and portable.
yh but how do i get chess like that test thing but only better

Actually there is Brutal Chess in the development forum which works pretty well. I am also in the processes of packaging Puoet Chess which is really a neat program. Very portable, just working out the help file details.

this will be welcomed in PA.com, but the licence needs ChessBase allowing to portabilize, because its freeware (not opensource)

Now there are 2 open source chess games available! One can not always get what they want and sometimes must settle for alternatives.

3) PouetChess - I found that program several years ago, and its extremely strong (probably over 2200 ELO FIDE) and very small sized, tiny program. Very nice. Indeed.
4) but You are not fully correct.
a) Pouet is (playing engine + GUI), but ChessBase, and others are rather "chess databases" with games viewing, replay, save, load pgn, analysis, move suggestions, opening books, learning features, searching in pgn games databases within keywords - name of player, used opening, place of tournament, and more)
b1) or "GUI-only" such as Arena, Merlin, Tarrasch, WinBoard/xBoard, ...
b2) Chess playing engine could be installed into that GUI) - Rybka (Free Version), Crafty, etc...
