I have downloaded the portable Skype online installer file "SkypePortable_4.2.0.169_online.paf.exe" from here. After double clicking it, choosing the language etc. the download starts, but stops after some time (trying since yesterday) showing a message: "The installer couldn't download Skype..." Each time there are downloaded about 8 kb to 200 kb.
How / where can I download the portable Skype?

But I think your question was more rhetorically meant.
Quarter of an hour ago I myself downloaded Skype Portable and installed the programme on my USB-stick - without any problems.
So I propose to download Skype again and to try an new installation.

In some countries, everything connected with skype is blocked. (big proxy filter)
