Sorry it took me so long. I've been busy with work, and I thought it would be more complicated because they change the install location (local install puts it under the user's directory). As it turns out, it was just a simple move.
Go figure, I get a release up and within a week a new release is out. Enjoy!

There is missing folder witch cause Save As option unavailable. You should put folder 'settings' into \FreecivPortable\App\Freeciv\data\
Or at least I thought it was. I'll look into it.
