After almost 3 years (give or take), here's a new version for DelugePortable. Tested, works great :-).

DelugePortable was first developed here, but that version is quite old (before the 1.* version of Deluge) and the developer has stopped working on it. So, after reading across the internet that other people are wanting a portable version, I decided to give it a shot.
The description taken from the deluge site:
Deluge is a full-featured BitTorrent client for Linux, OS X, Unix and Windows. It uses libtorrent in it's backend and features multiple user-interfaces including: GTK+, web and console. It has been designed using the client server model with a daemon process that handles all the bittorrent activity. The Deluge daemon is able to run on headless machines with the user-interfaces being able to connect remotely from any platform.
Deluge features a rich plugin collection; in fact, most of Deluge's functionality is available in the form of plugins.
Deluge was created with the intention of being lightweight and unobtrusive. It is our belief that downloading shouldn't be the primary task on your computer and therefore shouldn't monopolize system resources.
Update! DelugePortable 1.3.11
A new version of Deluge was released, and with it a new portable version is now released. The application can be downloaded from here (18 MB to download / ~53.2 MB after install).

- Because it seems that Deluge doesn't use *.cmd files anymore, neither the portable Deluge does. So this means that there shouldn't any more flashing command prompt windows on your desktop when starting or adding torrents
- Also, after upgrading, if the program does not start, please go to %appdata% and you'll see there a deluge folder with a shortcut sign on it. Delete it and run DelugePortable.exe again. It should work fine (I'm just saying this as a precaution, nothing more).

1. There's nothing against the rules in this post, although the post does not fit our format.
2. Do not encourage users to set this as their default torrent client, as it can cause problems if used from a USB drive.
3. There was already a portable version of this here, however the developer has left. I don't know if it's necessary, but I tend to link to past versions and mention that I've taken them over.
I edited my post with the link to the 0.5.8.7 version... The thing is I knew about that version (that was one thing that made me think to try and create an up-to-date portable version of Delue), but in the process of posting here, it kinda slipped my mind. Thanks for the heads up:).
Can you host the files on mediafire instead of Rapidshare? Mediafire doesn't have the wait times, supports download accelerators and I haven't come across a network blocking access to it yet.

I wouldn't call 44MB lightweight, but I suppose diskspace is cheap and if it doesn't take 44MB of memory to run then that's ok.
When people refer to a program as being lightweight, they mean that it does not use much memory (and I'm referring to the RAM memory, not the HDD) or a lot of the CPU.
I understand that but in general the more diskspace a program takes up the more memory it is likely to take up.
I compare the 40+MEG this installed app takes up with the couple of meg that MuTorrent takes up and I do question whether the memory usage would be comparable. Perhaps to be completely fair I should run some tests, but I'm always suspicious of apps that seem needlessly large.
A classic example of this would be the 20+Meg for Adobe's Acrobat Reader... 20MB for a PDF viewer... seriously?! I think I'll stick with FoxIt, or better yet Sumatra.
I admit that I'm judging a book by it's cover but such is life, there are so many choices when it comes to apps, that I couldn't possibly ever test them all so I have to come up with some triage system for deciding which ones are right for me.
I'm not telling people to not use this app, just voicing my opinion and I'm open to someone telling me that I'm completely wrong and should go sit quietly in the corner.
Mmmm... you do know that when uTorrent's downloading/uploading, the RAM usage goes to somewhere about 60-70 MB, maybe more, right? Or, if you open with Foxit more than 3 or 4 pdf files, the amount of RAM that the program uses goes somewhere about 80-100 MB? I'm not arguing with you here, if that's what you think, I'm just saying that the in general part is wrong. The amount of RAM that an application's using has quite little to do with the size it has. It's more related to what jobs executes, in background or not, on how many threads it operates and other things like that.
And, about the test, do run them... you'll the that with Deluge (at least for me) your HDD won't be so 'stressed' when reaching 8-11 MB/s speeds, compared to uTorrent.

Being new this may not be the right place forgive, I thought it important.
While looking for a version of Deluge (Super Prog) I could run from Win7 installed on an external harddisk I found your Homeside good place lots I could use, thank you. Donate to follow.
I tried DelugePortable_1.3.11_English.paf and DelugePortable_1.3.7_Dev_Test_1_English.paf
The 1.3.11 would not run from the win7 on the external, but 1.3.7 did.
I then tested both on an another external harddisk to the internal Win7.
DelugePortable_1.3.11_English.paf did not come up to your own standards it made an entry in Application Data + the reg entries.
Hardly "Stealth" not even discrete.
DelugePortable_1.3.7_Dev_Test_1_English.paf However did not install anything in the Application Data. Just some reg entries.
I searched the computer with Everything for files folders etc, and RegScanner for the.......
For "STEALTH" people, I have found that AppCompatCache entries Regscanner will delete.
Shell\BagMRU entries shellbag_analyzer_cleaner will delete.
I hope someone looks at the 1.3.11
