Is it necessary to move each file in %PAL:DataDir%\settings separately using
[FilesMove]
settings\xxx.aaa=%APPDATA%\...
if *.* is used in place of xxx.aaa,all the settings are not transferred..
For opera there are 28 files in settings directory..

You just move directories. Opera, Portable Edition uses PAL:
https://portableapps.com/apps/internet/opera_portable
(there's no need to reinvent the wheel)

wil another directory inside this directory and all the files in this directory be moved??

You're many hours ahead of people in the US, at least 8, maybe more depending on where in the US people live.
Don't move the settings directory with DirectoriesMove. There's currently not a warning, but you shouldn't do it - it breaks the registry functionality.
