As far as I got it...
The first line (also the heading) is probably a saying meaning that it's better to teach someone how to catch some fish, than giving them fish (or PortableApps).
The other is a sort of request for guidance on building PortableApps (fishing).
As there are a lot of posts about building PortableApps, as well as the format specification, launcher etc, I guess the only problem here is that they are not in Chinese. 
I wonder how you write .ini files in Chinese, though...
