I HAVE PS2 WITH USB OUTPUT CAN I PLAY VIDEO ON IT
OR ON MY LCD SCREEN
OR THIS APPLICATION JUST FOR WINDOWS

We deal with Windows apps here and afaikt they dont work/run on PS2. And for playing videos, you can use VLS which is avainable here.
