Here I see it appear as an optional update. (And as I only installed High Priority updates I heard about it and even wondered why my autostart usb still worked.)
The impact of this for PortableApps is unclear as I can't speculate about the install base. Because my XP is always showing a menu with autostart items I wonder why it's a threat. CD-ROMS do run an autorun without asking, and, oh well...
For now I keep this update not installed. And if needed I take one of my 'special' thumb drives that has a CD-ROM emulated partition and use that to start PortableApps
