Yeah, it's called Single Window Mode (or SDI), and it's coming in GIMP 2.8. You can try it out now in the 2.7.x development builds though.
I personally have been waiting on this since last year.. when the GIMP developers estimated 2.8 would be released December 2010. Sadly, the new estimated date is now sometime in October of this year.
And the development builds are portable? (Since I'm posting on a portable forum, I clearly am interested in the portable version, not the normal versions)

The 2.7.x version is the 'unstable' branch (there are bugs, translations are not done and it shouldn't be used for everyday work). Once it's stable, it'll be released as 2.8 and we'll package it up for portable use. Until then, you can use the GIMP Portable Background Window to approximate the effect. You may also be able to drop the 2.7.x files into the current GIMP Portable and they might work, though it's not supported.

I never wanted to use Gimp because it didn't support that kind of windows, but I've been checking in every couple of years to see if they had added it - now it seems closer - but I can wait.
I have been using the GIMP for years, and I don't know what I would do without it. The windows thing was a little annoying at first, but I soon got past that, and considering how useful the program has been to me all this time, I'm glad I did. For open source full featured graphics editing, nothing else even comes close.
Remember that every software release takes longer than predicted by the devs, so I wouldn't bet on the release happening in October.
BTW, I don't even think they have a Windows installer for 2.7.2.
