Hello!
I have Winamp install on my system. I download the Winamp portable from here: https://portableapps.com/node/24503 . I open the portable Winamp and i close it. After that I open normal Winamp which was installed already on my system and it opened like first time. I mean it ask questions the same when I had open it first time on my system.
I try it 3 times. I always face the same problem.
The portable apps of this site changes the settings of default installed applications?

That is a development test. It is not an official release, nor is it supported by PortableApps.com. If you have an issue with it, please ask for help in that thread.
No officially released app messes with the settings of installed apps. If you come across one that does, please let us know so we can fix it.
