Ping developers when pa_***** joins chat

I can't count how many times I've missed a user looking for support by only a few minutes.

Recently, I've done a lot of developing on IRC bots, and I think it's possible to have GizmoBot (or a different bot) ping developers when someone with pa_*** joins the channel.

I can look into writing a phenny module for GizmoBot if this there's an agreement to do this.
