As you can see on our outdated apps page, this is being worked on but takes a bit longer than usual as Opera changed major bits in the software.

Opera 15 is not yet a suitable replacement for Opera 12 as it is lacking quite a few features and the bookmarks system falls down under large numbers of bookmarks, which is why Opera itself is still updating Opera 12. Opera 15 is also not natively portable at all (in addition to the usual path breakage, saved passwords are locked to a single PC), so it'll require more development. We're thinking around Opera 16 it may be ready.

they seem to still be creating the code for bookmarks in 17.0.1232.0(developer), bookmarks bar can be enabled in it if you hunt in settings (flags) & you can add bookmarks to bar 1 by 1 BUT can't delete them! ... opera 18 might well be the one to add on PA?
Sorry about that.... But, in that case, the betas I've seen aren't much better. You may actually be waiting till 18. Here are links to the betas.

I'm installing Opera 16 on my computer and I found that if you select "Options" whenever the installer opens, it has a dropdown of 3 choices under "Install for". The choices are "All users", "Current user", and "Standalone (USB)". Looks like Opera is ready to become an up-to-date portable app, again.
That "Portable" option is deceiving as certain features are entirely tied to an individual PC. Your saved passwords, for instance? They'll be gone as soon as you move to another PC. It's a basic issue with Chrome, Chromium, and Iron as well but we wrote a slew of custom code to unlock the passwords from a single PC and have them encrypted as you move around. So, we'll need to dedicate someone to building that before we can even think about offering it here as us shipping a portable version without a major feature like passwords working would be half-assed.
Additionally, performance with large bookmark stores (we have lots of users with this issue) and lacking many features people like about Opera 12 still also play into our decision to recommend Opera 12 for now.

Looks more modern, but too modern and lacks too many features. Like they said, a watered-down chrome.
