It may be a general problem but GIMP Portable doesn't support special characters in it's path. You should support UTF-8 or Unicode.
And as user we have to do a (quick) move of the GIMPPortable folder at the root of the disk for example, to use it.

I found an older complaint about this. Its about a plugin but maybe GIMP is having the same issue now.
Unfortunately, there is nothing we can do about this. You'd have to ask the GIMP developers for a fix or use a different path. Some apps have that problem.
