First and foremost, thanks for testing (or at least reading thoroughly).
I haven't been able to get RGUI to work on my rig, although my rig is a bit outdated. I really didn't want to use Phoenix but without it I couldn't even get RetroArch to run any games; it would just crash. I included the Phoenix frontend in case there were others that had old rigs like mine and needed some other means to start RetroArch. It is easy enough to activate with the PAP, but I doubt many people will use it at all. I'm hoping the next RetroArch update will eliminate the need to include it at all.

not working how? are you using the sdl driver? iirc there has been reported issues about that, I would suggest trying the opengl driver or the d3d driver

My video card only supports

My video card only supports OpenGL 1.1. Trying the OpenGL driver the cmd window opens, then it seems like the RGUI window wants to open. The RGUI window doesn't draw anything (looks like a hollow box), then both windows close abruptly.
Using the SDL driver crashes the program with windows(7) saying the program has stopped responding, asking to look online for a solution or end process.

Direct3D9 does work for me, but how do I enable it through RGUI without being able to access RGUI?

in your retroarch.cfg file

in your retroarch.cfg file you want to find video_driver = "" you want to replace "gl" with something like d3d9

you are right! Changing it to an unlisted value of d3d9 did work.
