There is boost::locale library for C++, not widely used, but...
In short: http://www.boost.org/doc/libs/1_48_0/libs/locale/doc/html/locale_gen.html
setting env. variable LC_CTYPE or LC_ALL or LANG could extend PortableApps language settings to whole applications, not launchers only.
Please consider that idea.

Future version: consider boost::locale env. vars
Many of our launchers pass on the platform's language settings using one of these environment variables. Many of the GTK-based apps, for instance (GIMP, Pidgin, Gnumeric, GnuCash, etc). I'm not aware of any non-PA.c Format apps that are portable and support the variables, which is what this would affect. Are there many?
