The base app doesn't yet have a windows build (other than a 64-bit version that, from notes on the download page, seems buggy), so we don't have a build yet either.
As you can see here, we are aware that 4.0.2 has been released, and are awaiting a working windows version so we can release the portable version as well.
Former Gramps Portable versions had some reported issues (e.g. #), but I can't reproduce.

Is there a known issue with 3.4.7?
I have allowed an automated update and then downloaded a fresh paf, but in neither case do I get beyond the splash screen on first run.

It seemed to me that a thread on updating Gramps might be the correct home for an issue with a Gramps update but I stand corrected.
