It is technically impossible to do 'lock' files securely on a flash drive without encryption. Period. There are apps that will purport to do this using some Windows tricks that make it so Windows Explorer can't view it. But you can still get at the files.
The only way to secure files is to encrypt them in a container. This is relatively easy. You can do this with 7-Zip Portable, for instance. It doesn't require admin rights.
Sometimes, the impossible can become possible, if you're awesome!
