I would really like it if there was a portable VNC client and/or server.

It looks like there was some success there, but I guess the person working on this abandoned it without submitting it to the project.

They already exist

You already have some since beginning of Dec 2013.

Viewer: TightVNC Viewer
Server: TightVNC Server

These are still Beta Testing versions but you are free to try them.
