Are you trying to install/update Flash Player, or the Flash Player browser plugin?
If it's the first option, you need to ask Adobe on their site as the installation is a local installation and not a PortableApps issue. This seems to have been a common problem in the past on Windows XP.
If the second option then find the appropriate plugin for your browser and install it through the browser. e.g. Firefox has its own plugin store.
Alternatively, use Google Chrome which has a inbuilt version of Flash Player.
hmm. im really having a hard time downloading and installing the flash player. last night i downloaded the app downloadthemall for the portable firefox. but now the downloading just could not continue. i dont know what to do. can you give me some advice. thanks for your help.
The fact that you are having so many download problems across a range of software suggests that you either have internet connection problems, or some software on your system is preventing your downloads from completing correctly, e.g. possible problems with the settings in your Firewall, Antivirus or Browser - You could try clearing your browser's cache before downloading again to remove any retained information on your failed download attempts; and also check your Firewall/Antivirus setting to make sure the download sites you are using aren't being incorrectly blocked (assuming you only use trustworthy sites).
You've reported the problems you've experienced using Portable Firefox (from this site?), but have you tried downloading with Internet Explorer to see if the problems also exist with the standard Microsoft browser?
my firewall is off. but i dont have antivirus. yes, even with internet explorer, i could not finish downloading some programs. what happens is that when the download process is near to end, example 99.50%, the transfer rate becomes zero and thats it. do you think my laptop is infected with some malware or whatsoever?
however, if try to download music, its working. im using the firefox browser, go to youtube, copy the link and paste it to a converter site.same with internet explorer.

If your downloads are getting to 99.5% or "One Second Remaining" then it is highly likely that the downloads are complete, but your browser's download manager is unable to complete its final scan for some reason. This behaviour is typically caused by the 'outside interference' of some security software such as Firewall/Antivirus, but you say these are not present/switched off, which is a puzzle. You probably need to use Windows Task Manager to monitor/investigate what processes are running that might be causing a problem.
As for your 'incomplete downloads', try checking whether the download file size/properties match what you would expect for a completed download. If they do then rename the file correctly and try running it to see if the setup works.
i have my task manager disabled. also my regedit. i used an antimalware and superanti spyware programs. i found and clean so many trojans, PUPs and PUMs. my unit is now clean however my task manage and regedit was hijack. i try this gpedit.msc and disable my task manager but it did not work. when i scan my laptop using quiho 360, it says on the log that once the regedit is disabled it cannot be enable no matter what i do. is this true? thanks..
- a complete reinstallation of your Windows OS (+ MS Security Essentials, or some other Firewall/Antivirus software), and your other(trustworthy)software; and
- keep well away from any untrustworthy download sites.

Can't help thinking your best option would be:
