In your user account details, timing is shown wrongly.
Asia/ Dili is not +9:00, it should be +5:30.
And it is not really Dili, it should be "New Delhi"
This is the first time I have seen such a silly mistake in any site in my 20 years of internet life.

in addition to gord's warning, you're tearing into a new user for a simple misunderstanding of a time zone. There have been bugs in Drupal's timezone lists before, if there was one now we'd just pass it on. Chasing away new users for no reason is one of the surest ways to keep a community from growing.

yeah I am a new user, and had been fed up with repeated installation of so many software in windows 7-8-10 and then their all settings and work data are gone in each new install. So, I wanted to use portable apps to overcome this.

This time zone location is for Dili, the capital of East Timor, not New Delhi.

I got it.
It is Asia/ Kolkata: +530 for me.
though I wonder why Kolkata?
The capital of India is "New Delhi", that is what I searched and anyone from India would search.
How does anyone know that one has to search for Kolkata or any of the other 500 cities we have?
So, forgive me for original quick post but please realize that the list is problematic.

If you would like something different, you can ask the folks at Drupal.org. This website runs on Drupal. We don't control the time zones. Drupal likely obtained the list from somewhere. It could be a political reason based on conflict over a name of a place, based on population, etc. Nearly all time zone lists are a bit wonky. But you'd have to ask them.

The time zone identifiers appear to be fairly standardized. Here is some information I've found that may help explain the naming convention.
On the below page, there's mention of the Asia/Kolkata timezone identifier.

New Delhi became the capital of India on 13 February 1931, (earlier one was Calcutta, which is now renamed to Kolkata).
Seems Drupal guys love to use ancient historical data.
