Enhanced German translation

Hello,

i have enhanced the German translation from 47% to full 100%. Additionally i have changed some existing expressions to better matching ones.
Where is the right place to provide the new files? The description here https://portableapps.com/node/16082 does not work any more.

GitHub Pull Request

Toucan is now being developed at GitHub.com/PortableApps/Toucan, so I'd recommend the standard GitHub procedure:

  1. Fork the project.
  2. Create a new branch.
  3. Make changes on that branch.
  4. Open a "Pull Request" from your new branch against the original repository.
